On the “Pro-Poorness” of Growth in a multidimensional context

چکیده
This paper represents a first attempt to gather the issues of growth “pro-poorness” andmultidimensional poverty assessments. More precisely, we suggest the use of sequential dominance procedures (Bourguignon, 1989, Atkinson, 1992, Jenkins and Lambert, 1993) to test the “pro-poorness” of observed growth spells when poverty is measured on the basis of income and some other discrete well-being attribute. Sequential procedures are also used to get graphical tools that are consistent with the spirit of Chen and Ravallion’s (2003) growth incidence curve and Son’s (2004) poverty growth curve. Contrary to traditional unidimensional tests, our methodology allows to take into account the importance of deprivation correlations at the individual level and thus may reverse results observed with the traditional tools of growth “pro-poorness” check. An illustration of our approach is finally given using Turkish data for the period 2003-2005. JEL classification: I32, C00.

Pro-Poor Tax Reforms, with an Application to Mexico
This paper proposes a methodology for testing for whether tax reforms are pro-poor. This is done by extending stochastic dominance techniques to identify tax reforms that will be deemed absolutely or relatively pro-poor by a wide spectrum of poverty analysts. The statistical properties of the various estimators are also derived in order to make the method implementable using survey data. The me...
متن کاملRemoving the anonymity axiom in assessing pro-poor growth With an application to Indonesia and Peru
The recent focus on ‘pro-poor growth’ led also to an intense debate on how exactly to define and to measure pro-poor growth. However, all suggested measures, irrespective whether they use the absolute or the relative definition of pro-poor growth have in common that they are based on the anonymity axiom, i.e. they do not distinguish between changes in horizontal and vertical inequality. That me...
متن کاملConcepts and Operationalization of Pro-Poor Growth
Growth that reduces poverty is often considered pro-poor regardless of whether the poor benefit from it more than the non-poor. Such growth could simply be termed povertyreducing growth. This paper argues that for growth to be pro-poor it should disproportionally benefit the poor. The paper proposes an operational definition of propoor growth that restricts it to the cases in which the mean inc...

Poverty causes illiteracy and illiteracy causes poverty. No country today better exemplifies this cycle than Pakistan, where most educational plans and policies have failed to make any significant contribution towards increase in literacy rates. The objective of this paper is to critically examine the improvement in educational status and poverty by analyzing the Pro-Poor Growth Index & Poverty...
